Regression: Unwanted black outline for feedback overlay of 'Hangout' extension is seen.

Issue descriptionChrome: 59.0.3071.36 (Official Build) (cohort: win_58_96)0a97305f0587704e901b20cc4060c997d6c4eaff-refs/branch-heads/3071@{#365}(32/64-bit) OS: Windows(7,8,8.1,10), Linux(14.04 LTS) URL: https://chrome.google.com/webstore/detail/google-hangouts/nckgahadagoaajjgafhacjanaoiihapd/related?hl=en What steps will reproduce the problem? (1) Launch chrome, navigate to above url and click on 'ADD TO CHROME' button. (2) Launch Hangout extension, click on Options icon and then select Feedback option (3) Observe outline of feedback overlay. Actual: Unwanted black outline for feedback overlay is seen. Expected: No such black outline for feedback overlay should seen. This is a regression issue, broken in 'M-55', will soon update the other info: Good Build: 55.0.2841.0 Bad Build: 55.0.2842.0 Note: Issue is not seen on Mac OS.

Provided bisect using old script as per revision bisect is providing all good builds in the regression range. Thank You.

I cannot reproduce on Ubuntu 16.04 with 58.0.3029.81. Highly unlikely that this is mine. I tried to inspect the window from chrome://inspect but wasn't able to change anything or see the real content. I have no idea where the code for this feedback dialog is located.

With respect to comment 3: Issue is still reproducible on windows using latest build 60.0.3093.0 Note: Issue is not seen on Linux OS. @rune: Please take a look for the above issue.

I still don't think this has anything to do with my CL. Searching the source code, I found the html source for the dialog in chrome/browser/resources/feedback/ Assigning/CCing owners.

Can't repro this on neither Linux nor Chrome OS. I don't develop on Windows. +pkasting, can you please help triage this to someone who can repro and Bisect on Windows?

This looks like something that has to do with scaling factors? Reporter, what scale factor are you running at?
