Can you also get chrome://tracing output(select some common categories: audio, video, ...) when this happens by opening a new tab?

Reproducible on the latest M58. Will do more tests

Marking as stable blocker for CFM boards (buddy, panther, guado, zako, tricky, stumpy).

Note that if this is already in the field for 57 and 58, this would not block a stable update (this is not a regression, we are not making a stable channel user's experience worse by pushing another update).

This label can be left here for now so we review these before a release, but the label will likely get punted off when a release actually happens.
