Regression: 3 dot menu is not seen while tabbing in content settings

Chrome Version: 60.0.3088.0 dev
OS: Ubuntu 14.04, Windows
What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://settings/content
(2)Click on Images and Add a site in Block with a longer name
(3)Keep tabbing and Observe the focus on 3 dot menu

Expected: 3 dot menu should be seen while tabbing
Actual:   3 dot menu is not seen while tabbing


This is a Regression issue broken in M-60

Using the per-revision bisect providing the bisect results,
Good build:60.0.3080.0 (Revision:466837).
Bad build:60.0.3081.0 (Revision:467177).

You are probably looking for a change made after 466849 (known good), but no later than 466850 (first known bad).

[MD settings] .settings-row to elide content exception URL

This CL changes the class of the content settings exceptions to use a
max-width of 100% which allows the text elision to correctly truncate
the URL.

Tested the issue on Latest Dev# 60.0.3095.5 on Windows, Mac and Linux and found the issue to be Fixed.
Hence adding TE-Verified Labels.
