‘text-orientation: upright’ should render Mongolian in its intrinsic orientation

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.96 Safari/537.36

Steps to reproduce the problem:
1. Open the attached test-case-mongolian.html file.
2. Observe the result.

What is the expected behavior?
All three Mongolian texts should look the same.

What went wrong?
Mongolian text isn’t rendered correctly in vertical writing mode, if text-orientation is upright.

See the attached screenshot-chrome.png how it looks like on macOS 10.12, Chrome 58.

On Mac, I had to install Mongolian White font to get mixed and sideways correct: http://www.mongolfont.com/en/font/mnglwhiteaat.html

The Writing Modes 3 specification [1] says for upright: “Typographic character units from vertical scripts are typeset with their intrinsic orientation and shaped normally.” Appendix A lists Mongolian as a vertical script [2].

I also confirmed this on css mailing list [3]. A correct implementation may have to inspect the script tag to recognize vertical scripts.

Tested on mac os 10.12.3 , windows 7 and ubuntu 14.04 using chrome M58 #58.0.3029.96 and chrome canary M60 #60.0.3089.0 and issue is reproduced.

Issue is seen from M48 #48.0.2560.0 and M30 to M47 issue behavior is different and is a non-regression issue.

Test in writing-modes test suite:

http://test.csswg.org/suites/css-writing-modes-3_dev/nightly-unstable/html/mongolian-orientation-001.htm

"Mongolian is intrinsicly vertical, mixed and upright text-orientation are expected to be the same."

Firefox 59 and Edge 16 pass that test.

Chrome 67.0.3386.1 fails that test.
