Issue description

Chrome Version       : 'Version 58.0.3029.96 (64-bit)'
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: Working Okay
    Firefox: Working Okay
         IE: Working Okay

What steps will reproduce the problem?
(1) on Mobile Devices Simulation getting this error message. 
(2)[Intervention] Unable to preventDefault inside passive event listener due to target being treated as passive. See https://www.chromestatus.com/features/5093566007214080

Are you able to indicate what page you are encountering this on? And whether you are seeing breakage.

This is a user agent intervention we undertook to reduce the effects of blocking scrolling on pages. If you add a touch event listener to a "root" element (document, window, body) then it is treated as passive in that it won't have an opportunity to block scrolling unless you use touch-action.
