Screen reader ignores aria-expanded property of the tabpanel when expansion state controlled by tab

Issue description

Chrome Version       : 54.0.2987.137

What steps will reproduce the problem?
(1) Turn on the ChromeVox feature of the Chromebook
(2) Navigate to the example by provided link
(3) Focus on a tab Tab 1 and verify that tab label was announced
(4) Hit Enter key few times to expand/collapse tabpanel associated with tab

What is the expected result?
ChromeVox should say "Panel 1 expanded" or "Panel 1 collapsed" depending on the aria-expanded attribute value of the tabpanel. 

What happens instead?
ChromeVox says nothing

Able to reproduce the issue on Windows 7,Mac 10.12.4 & Ubuntu 14.04 using chrome reported version,latest stable-58.0.3029.110 & Canary-60.0.3100.0 as per above steps & js fiddle.

Observed that the chromevox is not reading "Panel 1 expanded" or "Panel 1 collapsed" when we press enter button on Tab 1 & Tab 2 of the tab panel.It reads only Tab1, Tab2 when tab focus on those tabs.Seeing same behavior from M51 to latest Canary.

Chromevox is not reading Tab 1 & Tab 2 of tab panel in the earlier builds of M51. Hence marking it as 'Untriaged' to get more inputs from dev.

I am able to repro this issue; however, the same bug is shown in Firefox. This is not a Chrome-specific bug.  

Steps: I navigated to the Tab 1, listened for label, and pressed Enter or space several times to invoke it to expand and collapse. 

NVDA + Chrome: label is "Tab 1  tab  1 of 1", says nothing when expanding/collapsing. Cannot tab to the expanded menu item.  

JAWS + Chrome: label is "Tab 1 Tab 1 of 1 To activate tab page press Spacebar.", says nothing when expanding/collapsing. Cannot tab to the expanded menu item. 

JAWS + FireFox: label is "Tab 1  tab  1 of 1", says nothing when expanding/collapsing. Cannot tab to the expanded menu item.  

ChromeVox on ChromeBook: label is "Tab 1  tab  1 of 1", says nothing when expanding/collapsing. Cannot tab to the expanded menu item.

Ordinarily this should not be getting the win-a11y label because tabs are inside the webview and this bug doesn't fit any of our high priority categories. However, I noticed this on high impact sites, so let's keep the label.
