Unable to update Chrome on Windows

Reported by scro...@gmail.com, May 3 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36

Steps to reproduce the problem:
1. Click the red circle telling me to update
2. Get a message telling me I need to reinstall chrome
3. Follow the link to https://www.google.com/chrome/browser/desktop/index.html?brand=CHWL&utm_campaign=en&utm_source=en-et-na-us-chrome-bubble&utm_medium=et
4. Download another copy of the ChromeSetup
5. Run ChromeSetup

What is the expected behavior?
Chrome installs

What went wrong?
Hangs on a "Downloading" screen

Did this work before? Yes I don't know when it worked, but I assume it did before, because I do have a version of Chrome installed.

Chrome version: 56.0.2924.87 Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 24.0 r0

Currently on Version 56.0.2924.87 (64-bit) on a laptop running Windows 7 Professional

Ganesh: this sounds like a problem with Google Update fetching the update. Do you have any suggestions on how to diagnose it further? Thanks.
Looks like a firewall blocking the download perhaps. Getting a sawbuck log would be useful as a first step. Download sawbuck from https://github.com/google/sawbuck/releases/tag/release-0.6.8.0, install it, launch it, then from the Log menu, Configure Providers, change Omaha to Verbose. Now install ChromeSetup.

Hmm, I don't have a firewall, that I am aware of.

I downloaded sawbuck, and I have it running, and I ran ChromeSetup (I suppose need to also Log > Capture? I did, because nothing was showing).

(Also, do I need to exit Chrome first?)

I have a bunch of the following message:

INFORMATION <process ID> <thread ID> <time> a^??* 2046 ""

Where "a^??*" is approximately the "File" (I don't seem to be able to copy it, and I don't know how to match those symbols). Line is almost always 2046, although I have seen a few 0s (with a blank "File"), and a couple -446787897 (with a slightly different file - something like "?*").

Oh, I figured out how to copy:

I closed Chrome and tried again. Now I see more interesting logs. Attached.

The last log I see from process 2412 shows that GoogleUpdate is trying to download http://redirector.gvt1.com/edgedl/release2/APkxRLSdvko6/58.0.3029.96_chrome_installer.exe. Are you able to download that URL via the browser?

Comment 7 by scro...@gmail.com, May 5 2017

I successfully downloaded and ran the installer. It's not obvious what the installer did, though. It appeared to immediately launch Chrome. Chrome's UI looks different, but I'm still running Version 56.0.2924.87 (64-bit), and the About page says "An error occurred while checking for updates: The updater is currently running. Refresh in a minute to check again."
What happens when you refresh the About page?

Comment 9 by scro...@gmail.com, May 6 2017

I see an animation as it checks for updates, and then I get the same message.
If you launch Task Manager, do you see any GoogleUpdate.exe processes running?

Comment 11 by scro...@gmail.com, May 6 2017

Yes. I tried ending the processes (there were four) and retrying, and I got the same result.
