Create an override to enable metrics collection for examples and testing.

Enabling UKM for testing metrics is fairly complicated right now since you have to actually override a piece of source, and also sign in a profile with sync enabled.

Create an easy way to override this with a flag or command line switch.

Add an override flag to enable metrics reporting.

This simplifies local testing of metrics collection, particularly in dev builds.
