HiDPI broken in Chrome 59

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.83 Safari/537.36

Steps to reproduce the problem:
1. Open the Chrome Beta 59
2. Look at the very small text on a HiDPI display
3. 

What is the expected behavior?
UI should be scaled

What went wrong?
The text is way too small. 

Did this work before? Yes 58

Chrome version: 59.0.3071.29  Channel: beta
OS Version: Arch Linux
Flash Version: 

Chrome 58 works just fine. Not sure if the switch to GTK3 is causing this. Using Gnome 3.24 desktop on Arch Linux.
 
The file dialogs (save as for example) use GTK3 style (thanks for that) and are scaled properly.
Same thing on Ubuntu: does not scale at all, but worked just fine before.

Changing scaling on System Settings → Display instantly works everywhere, but Chrome does not respond at all to that change (immediately or after restart/etc.).

I'm experiencing the same issue after upgrading to Chrome 59.0.3071.29 on Ubuntu 17.04 with the 4.10.0-20-generic kernel.

I can also confirm that downgrading to google-chrome-stable (58.0.3029.96) is effective as a workaround (i.e. restores the autoscaling behavior on hidpi displays)

Actually, no need for a URL. Even the Chrome toolbar and buttons are too small. See the screenshots for a comparison between 58 and 59. This is on a Dell XPS 13 (3200x1800 resolution).

This issue also present in Chrome 60 Unstable. Tested using Dell XPS 13 (3200x1800 resolution) on Chrome 60.0.3080.5 (Official Build) dev (64-bit)

I did the bisect:

You are probably looking for a change made after 454484 (known good), but no later than 454491 (first known bad).

I think the culprit is the switch to GTK3. It probably broke something related to HiDPI.
