update tab drop indicators for MD

we are still using the same arrows we've used forever. Would be nice to vectorize and perhaps update the appearance a bit?

Where do these live in the UI?

They are shown as drag drop feedback. See attached (windows).

Also note, the screenshot shows the pointing down arrow. The pointing up arrow occurs when fullscreen.

I believe sgabriel OKed the appearance during the top chrome MD work, but vectorization would make sense.
