"Update" button is enable when battery level < 30% on critical update window.

Issue description

Chrome OS 9460.20.0, 59.0.3071.33
Chrome OS Platform: clapper

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(0)Make sure that device should have <30% battery level.
(1)Login to user account after see "You've got a new critical update. Sign in to get started."
(2) Observe "update" button on Critical update window.


Expected Result:
Update button should be disable until battery reaches >30%.

Actual Result:
Update button is enabled.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

It's WAI.
If the user press "Update" button and tether the device to power source, the migration will automatically begin when battery reaches 30%.
