Remove 180 days filter from the P0/P1 and regression counts in the table and graph

Issue description

The bugs in these categories older than 180 days still show up in the "stale" category, however, the priority of those is invisible. So, P3s and P0/P1s are all in the same bucket, if they are older than 180 days.

It would be good to show the complete picture (without filtering out old bugs), especially for P0/P1s, so that action is taking on all bugs of these priorities and not only the newer ones. (The action could be decreasing the priority, if that is appropriate, but some action should be taken on all P0/P1s in a reasonable period of time.)

prasadv@, we should make sure the queries we're storing in the model are updated to accommodate this before we swap to your new data gathering pipeline.  I know you're probably blocked on my review of your CL, I'll try to get to that tomorrow.

Status: Fixed (was: Unassigned)
Current version will not reflect this, but when we swap over to the new backend "stale" bugs will no longer be filtered.
