[Payments] Desktop: cannot add a phone number to an address |

Issue description(1) I created an address _without_ a phone number in the shipping address editor. (2) Back in the Payment Sheet, it tells me Phone Number required. I try to add it in the editor, and it doesn't stick. Few notes: * Obviously the save should work. * Beyond that, we should make phone number a required field, since it needs to be included in the shipping address that we send to the merchant. MAD can you have a look?
