Bug on google chrome 'android'

Issue description

I WANT TO REPORT A VERY IMPORTANT BUG IN GOOGLE CHROME 'ANDROID'...ITS ABOUT DATASAVER OPTION...AT THE FIRST USE OF THE APP ..CHROME OFFER USERS TO TURN ON DATASAVER OPTION...THIS OPTION LEADS TO SEVERE BUG TO MOST OF CHROME USERS BY NOT LOADING THE WEBSITES ...FOR ME I ENCOUNTERED A PROBLEM USING CHROME ON WIFI ..SOMETIME IT LOAD WEBSITES AND IN ANOTHER TIME IT WONT...BUT AT THAT TIME WHEN CHROME WONT LOAD WEBSITES ...ANOYHWR APPS LIKE OPERA AND SAFARI LOAD IT ..AND ALSO IT WORKS WHEN YOU LOAD THE WEBSITE IN INCOGNITO MODE ...BUT WHEN YOU TURN DATASAVER OFF ....IT WORKS FINE ...THE PROBLEM IS NOT FOR ME ONLY....BUT FOR MOST OF MY FRIENDS AND ALOT OF THEM WROTE ON FACEBOOK BOUT IT AND MY SOLUTION WORKS ...JUST TURN OFF DATASVER ...EVERRYTHING WORKS FINE .

Thanks for your report. Can you please provide your device details like name, model, android & chrome versions? Also, Can you please provide a bugreport for the issue? 

To get bugreport:
Android Settings > About Phone > Tap Build number 7 times, go back one screen, Developer options should be right above About phone.
Once you have enabled developer options,  to take a bug report,go to Android Settings -> Developer Options ->Enable USB Debugging and then tap on Take bug report
Mobile name : Huawei p9 lite
Model number : VNS L31
Android version:7.0 
Chrome version :58.0.3029.83

I want also to inform you that alot of friends have the sam issue ...
The first one has : Huawei GR5 2017 also known as 
                    Honor 6x with android version 
                    :Marshmallow
The second one has : Sony Z3

Thank you very much for this report. To investigate further, would you be willing to send us a trace of the network activity that occurs while loading the page? Below are the steps to create and send the trace:

1) Verify that Data Saver is enabled. Go to ... > Settings > Data Saver
2) Navigate to chrome://net-export and select "start logging to disk"
3) Go to the ... menu and select "New tab"
4) In that new tab, navigate to the page you are having problems with.
5) Go back to the tab that has net-export loaded and click "stop logging"
6) click "email log" and send the log to bengr@chromium.org
7) Disable Data Saver and repeat steps 2-6.

I WANT YOU also to know some facts :
1. While I enable data saver option ´on´...the websites works normal but
only in "incognito mode"
2.this bug is usually with wifi" I tried multiple routers..and chrome works
fine with 3g or 4g internet
3. Google sites always work even with wifi and datasaver "On"

Thank you very much. Data Saver is disabled on incognito. Data Saver also operates only on HTTP pages. Google sites are HTTPS.

Have you tried several different Wi-Fi networks? Do these networks require a portal login? (The network trace I requested in #5 will help as well.)
First :I have tried 3 different wifi networks ...sry I dont understand what
u mean by portal login ..I am not a programmer ...but these wifi are WPS
encrypted only and require only password when you connect it from settings
»wifi ...but there is no login page.
Second: This bug at first was temporary and  only with some websites that
work normally with cellular network internet ...but in the last few weeks
it becomes most of time and with all websites
And I have sent the network trace that u asked me to do to this email
: bengr@chromium.org....just as u told me in comment #5

Thanks. By portal, I mean captive portal (see: https://en.wikipedia.org/wiki/Captive_portal) but it sounds like that's not what you're using. Could you tell us what URLs you are trying to load and could you send me a trace? Thanks!

I think to it's related to issue happen in ( Issue 672959 )

I am not a programmer..but do u mean that on slow connection speed ..the
bug appears....because in egypt the cellular network is speeder than wifi
from router...and this bug appears only with wifi but on 3g or 4g
connection ..chrome works normally even w data saver on

Re #12: From the netlog, it seems something on your desktop is interfering with the HTTP connections, and resetting them. Can you try turning off the data saver extension, and see if you can still load the http://www.egyptindependent.com/ website?

1: Can you try #17 above? Are you able to load  the http://www.egyptindependent.com/ website?
2. Turn on the data saver extension? Are you still unable to load  the http://www.egyptindependent.com/ website? If yes, getting one more netlog would be super-helpful.

1.If the data saver is on : it cannot load the site in chrome browser...but
I load with datasaver off ...and also loads in gmail" if I press on link in
gmail It opens regardless of datasaver in chrome"
