tc-getCC does not work as what we want.

tc-getCC will do nothing if CC is set.
We want something different. We want it return the compiler with the
right prefix even CC is set.

I think this is not required anymore. We are setting CC to clang for both SDK/target builds.
Any objections in closing this one as Won'tFix?
