Tab focus disappears, then reappears

Issue description

Chrome Version: 60.0.3087.0
OS: macOS 10.12

What steps will reproduce the problem?
(1) Enable #tab-strip-keyboard-focus
(2) Create a new window
(3) Cmd-T to create a second tab
(4) Click the second tab so that its title is focused
(5) Cmd-T again to create a new tab
(6) Close the third tab, or navigate (Option-Cmd Left Arrow) back to the second tab

What is the expected result?
Not sure, but the current result seems odd.

What happens instead?
When you create the third tab there are no tabs visibly focused. That's not unreasonable, but when the second tab becomes active again, its focus ring reappears. It's as if the second tab is secretly focused.
