BT devices list in settings page take time to load

Project Member Reported by pbath...@chromium.org, May 2 2017

Issue description

Chrome Version: 59.0.3071.33 / 9460.20.0

What steps will reproduce the problem?

(1)Login into chromebook and enable bluetooth
(2)Navigate to bluetooth in the md-settings page

What is the expected result?

All the available devices nearby should be seen in the unpaired devices

What happens instead?

Only some devices are seen for sometime and after sometime all the devices are seen but when we see the devices in the status tray bluetooth devices list all the devices are seen without any delay.

Please use labels and text to provide additional information.

It happens especially when we enable bluetooth for 1st time and navigate to md-settings page

Since all devices have been seen in the system tray quickly, the delay in the "Unpaired devices" looks like a UI issue. Maybe have chrome bluetooth team take a look?

Delay seen on Eve - M65 10323.39.0 as well.

Chrome://settings will show no devices in either paired or scan, while Aura tray will show many devices.

re comment #4 - chrome://settings, or chrome://settings/bluetoothDevices? (or System Menu > Bluetooth > Gear icon).

If devices are not showing up in the settings page, is the spinner spinning? Does a reload help? How long did you wait?

Was able to reproduce on Bob - M65 - 10323.39.0 as well.

Re #6 -

chrome://settings/bluetoothDevices.

The spinner was spinning, a reload did not help, I waited about 5 minutes. Only a power cycle worked.

See picture (sorry for the horrible quality!): https://screenshot.googleplex.com/GyLzrJaGpxk

Was the status area updating?

If refreshing the Settings page did not help, and the status area was working correctly, then I suspect a problem with the bluetoothPrivate implementation.

Yep, AFAICT it "seemed" to be scanning but even when I exited and entered the devices page through chrome://settings again, I saw the same issue. I don't see the issue after a power cycle however.

I'm not sure if the aura tray was updating and finding new devices.
