mushrome: Typing enter into web text areas doesn't work

chrome --mus on link, Chrome r468701, self-built test image 60.0.3088.0

* Go to rot13.com
* Type text - this works fine
* Type enter - no carriage return inserted

Enter works fine in native UI (omnibox).

Enter works fine with normal chrome, and with chrome --mash.

Also reproduces on desktop.

This will be fixed after landing https://codereview.chromium.org/2831583005/ in --mus, but still retains in --mash. Since the linked CL uses InputMethodChromeOS instead of InputMethodMus, I think this is indeed an IME issue.

I'll file a separate corresponding issue for --mash.
