Test support for Samsung Internet with Webapk minting server

Paired with internal bug b/37632360

We want to add support so Samsung Internet can evaluate using the minting server. To start with we'll supply the same manifest and code that chrome is using. We'll see if there's desire/need to specialize down the road.

+Laszlo from SI as I think we need some information from you. Glenn, do we need anything aside from package name?

Samsung Internet's package name and version code format are the only things I really need. It would be more convenient to get an actual sample request in the form of a WebApk proto https://cs.chromium.org/chromium/src/chrome/browser/android/webapk/webapk.proto, but that's not really a big deal.
