ANGLE CQ Should be able to be "open" and "closed" |

Issue descriptionI've seen other CQs with open and closed messages - can we get this kind of control over the ANGLE CQ? Andrii I've assigned to you but feel free to find an appropriate owner or just reassign to me if I can do this myself through gerrit ui configuration/ANGLE config files.

Yes, tree status, the thing with "tree is open"/closed/etc. Can make a shot but I think you know what I meant.

See https://chrome-internal.googlesource.com/infra/infra_internal/+/master/doc/setup_tree_status.md but **Gerrit** section is valid only for old Gerrit UI. New UI uses different config. I filed a bug issue 718338 to update doc.
