Whitelisting 3rd-party cookies doesn't fix issues on webpage (refiling)

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Steps to reproduce the problem:
Make sure you are blocking 3rd-party cookies.
Go to any of the following sites:
http://www.abc15.com/news/region-phoenix-metro/central-phoenix/house-panel-delays-consideration-on-tax-credit-measure-for-concealed-carry-permit-holders

http://www.usatoday.com/story/tech/columnist/shinal/2016/02/05/bye-bye-internet-bubble-20/79887644/

What is the expected behavior?
Videos don't work or video playback buttons don't appear when 3rd-party cookies are blocked. When I go through and whitelist every 3rd-party cookie, I expect that the video playback issue would be fixed.

What went wrong?
The issue persists even though I've whitelisted all 3rd-party cookies. I have to go and change the setting to allow 3rd-party cookies, then the video playback issues will be resolved.

TL;DR: whitelisting individual 3rd-party cookies should fix video playback, but it doesn't.

But was prematurely closed by sherrifbot.
 
Another example:

If you block third party cookies, you won't see the consent form or the Accept/Decline buttons. If you unblock the third party cookies, it will load and you can click accept and view the full-size image.

Note: it seems like it caches this data, so if the consent form doesn't load for you initially, it never will even if you allow third party cookies. This can be tested more thoroughly by viewing multiple different images. Test some with third party cookies blocked and some with third party cookies allowed. Here's a link to a bunch of images you can open with the different setting:

Note: this time there isn't any icon to the left of the bookmark star icon, indicating a third party cookie is being blocked. So there's nothing to 'allow' or 'clear on exit'. You have to change the option from the settings menu.

Tested this issue using latest stable #58.0.3029.110 on Win 10. Was unable to reproduce the issue as per the steps mentioned in original comment.

@aleksandrbert88: Could you please find the attached screen cast and let us know if I missed any steps. If possible please help us with a expected screen cast, that would expedite our triaging process.

I seem to be having trouble reproducing this issue myself. It was originally reported 15 months ago, so things may have changed.
