Add cheets_MediaPlayerVideoHWDecodeUsed to email monitor list

We should add this test to email monitor list since it is a simple playing video test and we could monitor its regression status.

After his hack, cheets_MediaPlayerVideoHWDecodeUsed.h264 is in suite:bvt-perbuild, we have already add file_bugs flag to bvt-perbuild so we should be able to get the mail if there is failure.
