Chrome Version: ToT (60.0.3087.0)

Repro steps:
1. Switch to touchview mode.
2. Open "Screen lock" settings in Settings.
3. Focus on the password input field.
4. Type a character

Expected result:
The modal is overscrolled not to covered by the virtual keyboard

Actual result:
After typing a character, the model moves down.
