Regression: Toggle button are misaligned on chrome://settings/syncSetup page

Chrome Version:60.0.3086.0 (Official Build) 4159f36e93c398b9816b734a14e97220e83fc912-refs/heads/master@{#468266}
OS: Win(7,8,10),Mac (10.12.3,10.11.6)

What steps will reproduce the problem?
1. Launch chrome and sign-in with valid credential 
2. Navigate to chrome://settings/syncSetup and observe.

Actual: Toggle button are misaligned
Expected: Toggle button should be proper place/location.

This is regression issue, broken in ‘M 60’ and will soon update the other info

Using the per-revision bisect providing the bisect results,
Good build:60.0.3081.6 (Revision: 467177)
Bad build:60.0.3082.0 (Revision: 467534 )

You are probably looking for a change made after 467528 (known good), but no later than 467529 (first known bad).

Able to reproduce this issue Using latest Canary #60.0.3087.0 on Win 10 and Mac 10.12.4

Tested the issue on Windows-7 and Mac-10.12.4 using chrome version# 60.0.3088.3 with the steps mentioned in comment#0.
Observed that the fix is working as expected. Hence adding TE-Verified labels.
