Headless Failed to launch GPU process.

Issue description

On chrome canary.

$ alias chrome-canary="/Applications/Google\ Chrome\ Canary.app/Contents/MacOS/Google\ Chrome\ Canary"

$ chrome-canary --headless

You currently need to start the browser with --disable-gpu because we aren't able to use SwiftShader for headless yet.
