Chrome crashes when developer tools are opened

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Steps to reproduce the problem:
1. Press F12 or Inspect an element

What is the expected behavior?
Developer tools are opened

What went wrong?
Chrome crashes.  All of the windows just disappear.  When I open it again it gives me the option to restore pages.  

It used to work, however, I'm not sure if it worked with a previous version or it just stopped working with the same version.

I tried uninstalling and reinstalling and that didn't work.

Did this work before? N/A 

Chrome version: 58.0.3029.81  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 25,0,0,148

Did you install any extensions?

Can you start the Chrome with a new/clean profile?
Starting with --disable-plugins --disable-extensions seems to work.

Not sure what is making it crash or how I can list and disable individual plugins.

It's weird.  Now it's crashing again even with --disable-plugins --disable-extensions.  Even if the window is an incognito window or it's a "guest" window.

Tested the issue on windows 7 using chrome M58 #58.0.3029.81 and latest stable #58.0.3029.96 and followed the below steps :

1. Launched chrome and opened dev tools.
2. Inspected an element and didn't observe any crash .

Attached screencast for reference.

@douglassdavis50-- Could you please check if you could reproduce the issue on latest stable with fresh profile without any extensions and flags enabled and write us with your observations.

Now running Version 58.0.3029.96 (64-bit)

Worked for about 10 minutes, then it crashed.  Now everytime I hit F12, whether guest or incognito, it crashes.  The flags --disable-plugins --disable-extensions were in use but don't help.

The windows just go away without warning.  The debug window may appear for a few milliseconds.

Unable to reproduce the issue on windows 7, Mac-10.12.4 and Linux Ubuntu-14.04 using chrome stable version 58.0.3029.96 and canary 60.0.3089.0 with the steps mentioned in comment#0.

Could you please provide the crash ServerID generated under chrome://crashes for further investigation.

Based on crash id and stack trace of this issue looks more similar to issue 706669, hence duping this into it.

I typed in 706669 in the search box and got:

You do not have permission to view the requested page. 

Reason: User is not allowed to view this issue

However, if you are confident that it's issue 706669, then duping is fine.

Please let me know if there is some temporary fix.  This error didn't appear for a while, then all the sudden it started crashing.  So, I'm thinking that there must be some way I can take it back to its previous state.

i can't see issue 706669.  

Can someone tell me if there is a temporary fix or tell me anything about issue 706669??  It isn't helpful to tell me that this is a dup of another issue if I can't see the other issue
