Create lightweight fingerprint diagnostics/test utility

We should have a minimal utility to exercise the FP enrollment and matching.
biod introduces all sorts of overhead and potential bugs, a smaller test utility that's easier to run/hack will be useful for low-level diagnostics, regression tests, etc.
