eol notification should be shown to guest logins

Issue description

when i login to my mario in guest mode, i don't get a notification that the device is EOL.  i see it for normal logins, but not guest.  i've seen mention in public forums of users who only use CrOS devices in guest mode, and of admins that set up a device via guest mode but never actually login (they hand it off to someone else for actual day-to-day-use).

i understand that existing eol devices can't be fixed, but we can improve future ones.

tested w/mario on 56.0.2924.121 / 9000.97.

It should be a simple change if we decide to do so.
