eol notification should be shown at OOBE time

Issue description

when i do a powerwash on my mario and go through OOBE, the update check doesn't notify me that my device is EOL.  it should.  i understand that existing eol devices can't be fixed, but we can improve future ones.

tested w/mario on 56.0.2924.121 / 9000.97.

We probably need a separate state of update screen (or a separate screen) saying that device is EOL. Zach, WDYT?

Yes some messaging here would probably be a good thing.

Would manged user go though this path and see the message? I remember that last time we don't show eol to managed users.
OOBE is displayed before any user logged in.

Had a conversation with abodenha@, and given that this is a pretty unlikely edge-case and that users will be notified once their device updates to the latest version, I'm going to close this one as wontfix unless we begin to hear feedback from users.
Please reopen if you disagree.
if the other bugs get fixed (like notification in guest mode), then i think the only edge case left would be admins enrolling and not being aware of devices going EOL.  unless that scenario has a check of some sort as well (like requiring some min OS version?).
