"Import and bind to device" button NOT grayed in certificate manager for guest user. |

Issue descriptionChrome Version: <From about:version: Google Chrome 59.0.3071.33> Chrome OS Version: <From about:version: Platform 9460.18.0> Chrome OS Platform: <Samus> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: (1) Login as a guest and open the certificate manager in Chrome://Settings/Certificates. (2) Attempt to import and bind the certificate to the device. Expected Result: "Import and bind to device" button should be grayed Actual Result: "Import and bind to device" button is active. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always What is the impact to the user, and is there a workaround? If so, what is it? User may try to connect to 802.1x certificate based network. Note: I tested it fails but it may confuse users. Please provide any additional information below. Attach a screen shot or log if possible. Screenshot Attached. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Seems fine to me, we tend to hide unusable settings in Guest mode.
