What steps will reproduce the problem?
1. Remove all cards from Chrome.
2. Click "buy" on https://rsolomakhin.github.io/pr/
3. Click "Add" button in PR UI.

What is the expected result?
The card editor UI should show up.

What happens instead of that?
The empty card list UI shows up.
