Three finger swipe up gesture no longer works for tab scrubbing in immersive mode

Platform: 9202.56.1 (Official Build) stable-channel falco

Steps to reproduce the problem:
1. Enter immersive mode
2. Swipe up three fingers on a touchpad
3. Try to move left-right

What is the expected behavior?
The tabs switched

What went wrong?
Just the tab bar is shown, cant switch tabs

Did this work before? Yes 

Chrome version: 57.0.2987.123  Channel: n/a
OS Version: 9202.56.1
Flash Version: Shockwave Flash 25.0 r0

in fullscreen this seems to be working on OS version 9521.0.0

the problem persists

can not switch tabs with three fingers gesture

Please try it again:

1. SWIPE THREE FINGERS UP to reveal the tabs
2. move the fingers left-right _without_releasing_fingers_ to change tabs
3. tab scrubbing does not work in this case
4. for the gesture to work you need to RELEASE the fingers, then put them back (tabs will disappear and you will not know where to switch) then put fingers back onto the pad and move left-right blindly
5. the tabs reappear immediately when you swipe sideways after p.4. but you already lost visual contact with the tabs

Oh I see! You swipe up first.

However, from what I'm seeing, when you release the fingers in step 4 and put them back again, the tab strip appears immediately once you begin swiping sideways.

maajid, this is a good starter bug.

Don't we nowadays use three-finger up gestures to enter overview mode? Not sure if this bug is still valid. estade@ can you take a look?
