Steps to reproduce the problem:
1. Open developer tools in any page (first time)
2. Open a new tab and open developer tools (second time)
3. The issue started and dock side missing

Please Note:
When try to open another tab, make sure to click on the "new tab" button, when open developer tools (second time) because if you already open a new tab before open developer tools (first time) may not work.

What is the expected behavior?
Developer tools "dock side" present and not auto undock.

What went wrong?
Developer tools auto undock into a separate window if previous tab already open it.

Did this work before? Yes 58.0.3026.3
