Fast switch between tabs

UserAgent: Mozilla/5.0 (Windows NT 6.3; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36

Steps to reproduce the problem:
1. Open some tabs
2. Pin one of them
3a. Open any tab whis is not pinned
4a. Press Ctrl+<Num>
Beahvoiour: tab switched
3b. Open pinned tab
4b. Press Ctrl+<Num>

What is the expected behavior?
Tab switched to <Num> tab

What went wrong?
Nothing is going on

Did this work before? N/A 

Chrome version: 58.0.3029.81  Channel: stable
OS Version: 6.3

Unable to reproduce the issue on Win-7 and Win-10 using chrome reported version #58.0.3029.81 and latest canary #60.0.3086.0.

Attached a screen cast for reference.

Following are the steps followed to reproduce the issue.
------------
1. Opened 3 tabs.
2. Pinned one of them.
3. Opened a tab which was not pinned.
4. Pressed Ctrl+<Num> and observed that tab got switched.
5. Opened pinned tab.
6. Pressed Ctrl+<Num>
7. Observed that tab got switched to <Num> tab as expected.

pavelkhanin@ - Could you please check this issue on latest canary #60.0.3086.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
