Android SSH clients in CrOS not honoring keyboard layout for Ctrl+<key>

Issue description
UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9460.11.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.25 Safari/537.36
Platform: 9460.11.0 (Official Build) dev-channel cave
Steps to reproduce the problem:
1. Set your CrOS keyboard layout to Dvorak
2. Install Juice SSH or Terminus SSH from the Play store on a Play-enable Chromebook
3. Connect to a remote machine over SSH
4. Type some gibberish into the terminal and type the Dvorak-mde Ctrl-c (in Dvorak mode that's Ctrl plus the 'i' key on the keyboard).
5. Also attempt Ctrl-r ('o' key), see it doesn't work.
6. Hit the Qwerty-mode keys (Ctrl-c and Ctrl-r) and see that the shell responds correctly for the key combinations
What is the expected behavior?
The SSH client receives whatever letters my keyboard layout thinks are Ctrl-c / Ctrl-r and behaves accordingly
What went wrong?
Shell receives Qwerty control codes insetad
