Extension option panels render too wide on Windows HiDPI

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.81 Safari/537.36 Steps to reproduce the problem: 1. Go to Settings > System > Display > Scale and Layout and set your display scaling to 125% or higher 2. Relaunch Chrome and install the attached test case extension (or the one at the web store URL) 3. Open the options panel What is the expected behavior? The options panel should appear at the width set by the HTML page. What went wrong? On Windows, this pane will render correctly when the system UI scale (Settings > System > Display > Scale and Layout) is set to 100%, but display wider and taller than intended when the scaling is set higher than that. Tested the issue on chrome Stable #58.0.3029.81, Canary 60.0.3087.0 in Windows 10.0 and was able to reproduce the issue. Observation: 1.This Extension supports from M-56. 2.Unable to add the provided extension in below M-56 builds displaying error message is like " Not Compatible". Please find the screen shots for reference. This is a Non-Regression issue since seeing this from M55 #55.0.2853.0, Making the status to Untriaged so that the issue would get addressed. Note : Windows specific issue. Thank you.

I attached a simple test case, wide-options-bug.crx, if you want to do regression testing on earlier versions. That attachment has no minimum version. (here it is again)
