DOM.getOuterHTML require a node param, not nodeId

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. DOM.getOuterHTML(id) => error
2. DOM.getOuterHTML({nodeId: 10}) => ok 
3. 

What is the expected behavior?

What went wrong?
The API doc is wrong.
