They're not currently for new-style dialogs.

No, they don't.

The JavaScriptDialogTabHelper only handles dialogs for tabs in a browser window.

The reference counting facilitated by the JavaScriptDialogExtensionsClient is for extension background/event pages, which are never tabs in a browser window.
