TabStrip: limits of tabs

Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36 OPR/44.0.2510.1449
Steps to reproduce the problem:
1. Add scrollable tab bar or turn back "Stacked tabs" and fix its issues.
2. Set the minimum tab width.
What is the expected behavior?
Scrollable tab bar instead of hills or crashes.
What went wrong?
Chromium has a limited area for tabs. If you open more than 20 tabs, you will no able to see their titles (opened tabs look like hills). If you open more, you will see a bug: new tabs does not appear at TabStrip at all (sometimes instead of it Chromium crashes). It is very annoying. There are very much extensions to control a big amount of tabs ("Tabman Tabs Manager" or "Keepin' Tabs"), but you will use only them and TabStrip will not work at all...
There was an experiment called "Stacked tabs", but it had many problems and was removed. There was "Side tabs" too, but I think there is no need to return this function, because Chrome extensions realise it better, than it was before in flags menu.
