Issue descriptionChrome Version: 58.0.3029.81 (Official Build) (64-bit) OS: macOS Sierra 10.12.4 What steps will reproduce the problem? (1) Hover mouse cursor over the app menu button. (2) Wait until a tooltip is displayed. (3) What is the expected result? A tooltip for the app menu button should be shown. What happens instead? A tooltip is not displayed. Please use labels and text to provide additional information. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

In viewDidLoad: of ToolbarController, we replace the app menu button from the xib with an AppToolbarButton instance for the material design, so we need to explicitly set a tooltip for it again.
