Source maps break when they include ..

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3079.0 Safari/537.36

Steps to reproduce the problem:
1. Create a source map url like this...
"file:///C:/Users/Public/workspace/CodeAvengers/../CodeAvengers/war/less/buzzer.less"

What is the expected behavior?
The source map breaks.

What went wrong?
If the source map is the following it works:
"file:///C:/Users/Public/workspace/CodeAvengers/war/less/buzzer.less"

Did this work before? N/A 

Chrome version: 60.0.3079.0  Channel: n/a
OS Version: 10.0

Status: WontFix (was: Unconfirmed)
I failed to reproduce this on M65; it probably fixed itself since we changed how we load sourcemaps.
