wont reload images unless cache dumped

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.98 Safari/537.36

Steps to reproduce the problem:
1. goto http://retailmerchandisingsigns.com/
2. change content of file /images/bg.png
3. revisit http://retailmerchandisingsigns.com/ only to be presented with the OLD image

What is the expected behavior?
The browser should load any new or changed content if browser restarted or page is refreshed

What went wrong?
dumping the cache is the only way to force the browser to see changed content

This bug makes development of a web site impossible. and very frustrating

Usually cache expiry is controlled on the server side (especially for static
contents), and clients (e.g. Chrome) is working as expected in this case.

Web authors are using some techniques to prohibit client caching by
adding some HTTP headers, or adding some query (e.g. "?no-cache" at the
end of the URL) etc. etc. Sometimes force reload (Ctrl+F5) may help
force-reloading the cached (and not expired) content.

If you think this is really a bug or some unexpected behavior of Chrome, which
differs from other browsers, please feel free to reopen this issue.
