APNG doesnt work

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.29 Safari/537.36

Example URL:
http://8ch.net/apng/res/150.html

Steps to reproduce the problem:
1. Go to http://8ch.net/apng/res/150.html
2. You should see an animated frog
3. You dont see the animation

What is the expected behavior?
I want see a crying frog,  as i can see if i use the direct link

What went wrong?
I dont see animations

Did this work before? No 

Does this work in other browsers? Yes

The frog is not crying in Firefox 53 here either. What other browsers did you test on?

The thumb image used in the post is a jpg. That thumb image is an anchor tag. The image referenced in the anchor tag is a png and it does animate when you click the link.

It's a web site issue that the thumb is a jpg.
