Provide a flag to force Chrome to render text characters in LTR or RTL

Issue description

Chrome provides a flag to force the "gravity" of elements to be to the left or right (--force-ui-direction) but the characters themselves remain in their native order. Many times it is useful to also show the characters in the reverse order, for example, when testing elision.

It is difficult for a non-native speaker to spot errors in a foreign language, so this feature would, for example, render English characters from RTL and allow the easy testing of them. There is also use for rendering RTL languages LTR.

render_text_harfbuzz: CheckForcedDirection -> ApplyForcedDirection.

This function name was confusing because it doesn't actually check
anything, it modifies the run level.
