Add UMA metric to record result of ChromeShortcutManager#canAddShortcutToHomescreen()

Issue description

During last week's weekly meeting Owen mentioned that it might be useful to add a UMA metric to record how many users have devices with a launcher which does not support home screen shortcuts

Owen: I am unsure about the usefulness of this metric.

If:
- a web page meets the PWA criteria
- and WebAPKs are enabled
- and the user is on a Play device
we can create a WebAPK for the user even if the launcher does not support homescreen shortcuts.
However, the user won't get either a WebAPK or a homescreen shortcut if they tap "add-to-homescreen" and the web page does not meet the PWA criteria.
