Replace custom types from usb_descriptors.h with Mojo types from device.mojom

Continuing some of the refactoring that has been done on issue 699790 it will smooth the path for switching consumers of the //device/usb C++ interface to the Mojo interface if we replace the C++ descriptor types with their Mojo equivalents.

This will allow us to remove //device/usb/mojo/type_converters.h.
