Remote desktop timing out when backgrounded

Issue description

OS X Chrome Dev & Canary channels timing out after 20-30 seconds in background. 
Started around version 59.0.3067.0. 
--disable-background-timer-throttling may or may not resolve this problem.
 
Root cause is suspected to be the same as in crbug.com/710095. Waitining for the next Canary to confirm.

Works for me now using the latest Canary. Assuming that it is a duplicate of crbug.com/710095 and closing.
