Media controls should NOT listen to the RemotePlayback events when the button is disabled

There're multiple ways to disable the cast button atm:
- HTMLMediaElement.disableRemotePlayback attribute
- HTMLMediaElement.controlsList attribute
- WebSettings.GetMediaControlsEnabled()

We should stop listening to availability change and connection state change events since these waste resources per each media element (including desktop that doesn't even support remote playback yet).
