screen.height and screen.availHeight return same value after computer sleep

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2987.133 Safari/537.36

Steps to reproduce the problem:
1. Restart computer and check screen.height and screen.vailHeight
2. Close laptop lid and wait for it to sleep
3. Wake the laptop up and check the values again. The 2 value will be the same now

What is the expected behavior?

What went wrong?
screen.availHeight returns the wrong value

Did this work before? N/A 

Chrome version: 57.0.2987.133  Channel: n/a

Can't reproduce on Chrome 59.0.3071.29, Windows 10 on Microsoft SurfaceBook.
Will try stable channel.

Also can't reproduce on current stable - 58.0.3029.81.

Please update to the current release and try again.
Are you using only a single display (eg. the internal display of a laptop)?
Anything else special about your setup that we might need to replicate in order to reproduce the issue?
I updated to the current version of chrome (58.0.3029.81 (64-bit)) but I still get the issue. I am on a laptop with one screen. When I close the lid, wait for the computer to go fully to sleep and then open it again, screen.height and screen.availHeight return same value. I tried a different browser and it returns the same value for screen.height but returns the correct value for screen.availHeight so it is not a problem with the OS.

I suspect this is caused by GetMonitorInfo failing. I've seen this happening. This function is used to get screen dimensions. 

The two bugs that might be related are  issue 715791  and  issue 715794 .
