pointerup event has non-zero width and height values for touch input

Reported by l.pmdi...@gmail.com, Apr 28 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.29 Safari/537.36

Steps to reproduce the problem:
1. Go to https://jsfiddle.net/csmbm0wa/ on a touchscreen laptop
2. Tap anywhere in the output panel

What is the expected behavior?
Afaik the output should be:
pointerup width: 0
pointerup height: 0
pointertype: touch

What went wrong?
The actual output is:
pointerup width: 25
pointerup height: 25
pointertype: touch

Did this work before? N/A

Does this work in other browsers? Yes

Chrome version: 60.0.3083.0 Channel: canary
OS Version: 10.0
Flash Version:

Behaviour doesn't match Edge 15 or Firefox Nightly.

Navid can you make the spec explicit about this? And then send it over to lanwei@ to fix?
Owner: lanwei@chromium.org
I looked at the spec again and it seems it is clear based and is matching with what Edge does. The touch screen reports the width/height and in the case of pointerup for touch it will be zero. So I guess we need to fix our implementation only.

Ella, the issue that you filed for pointerevent spec is now closed. Would you be able to take another look at this issue in Chrome and maybe also include this patch
https://github.com/w3c/web-platform-tests/pull/10112/files

as well as part of the Chromium change for the tests? I wanted to land that separately but I realized then we will start failing tests in Chrome. So it might be better for both to go in together.
